University officials cited a belief that the changes would not affect the undergraduate population as their reasoning for not notifying students.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jack Frost, a first-year taking his core HUM class in Cobb 110, has already made two visits to Student Health Services for frostbite and hypothermia in the week since the changes were implemented.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s unlivable,\u201d Frost said, \u201cI got 8 toes left after last week\u2019s hypothermia fiasco.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019ve resorted to digging pit bathrooms behind the counter,\u201d Andi Brown, a barista at Cobb Caf\u00e9, reported, \u201cIt doesn\u2019t smell because the cold has halted the decomposition process, so that\u2019s neat.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Chief Financial Officer Ivan Samstein declined to comment on the conditions reported by students but informed the <\/span><i><span style=\"font-weight: 400;\">Dealer <\/span><\/i><span style=\"font-weight: 400;\">that the recent cuts have already saved the university a quarter of the budget deficit.
